Lotus Creek Wind Farm

Lotus Creek Wind Farm

GKL Group was engaged by the Department of Transport and Main Roads to provide Project Management and Inspector services for the surveillance and inspection of road works associated with the Lotus Creek Wind Farm development. The engagement required GKL Group to act as the Department of Transport and Main Roads' representative on a complex, multi-party infrastructure program being delivered across the Marlborough-Sarina Road and St Lawrence-Croydon Road corridors in Central Queensland.

Our role spanned the full construction program across an approximately 20-kilometre road improvement works, encompassing widening and realignment of horizontal and vertical geometry, culvert replacements and extensions, replacement of the Lotus Creek bridge, and a series of new and upgraded access locations between St Lawrence-Croydon Road and the wind farm site. Works were delivered under multiple Section 33 approvals across two civil contractor packages, with GKL managing our client's interface with the head contractor and their subcontractors throughout.

The engagement required a high level of stakeholder coordination, with GKL Group operating as the primary point of liaison between our client's internal units and senior management, the wind farm proponent, engineering consultants, and multiple contractors working across the site simultaneously. This included active monitoring of project performance against agreed milestones, intervention where delivery was at risk, and ongoing compliance oversight against the Infrastructure Agreement and relevant approvals.

The complexity of the project, the third-party delivery model, and the scale of the road corridor presented significant coordination and compliance challenges throughout. GKL's steady, experienced presence on the ground ensured Department of Transport and Main Roads' obligations under the Infrastructure Agreement were upheld and that the travelling public remained protected throughout construction.
